Have you checked a local poultry farm?

I don't know if they have quail, but if they don't they might be able to tell you where you can find some or order some for you. If you're not looking for eggs to incubate, I'd think they'd be less money than fertilized eggs...but I confess, I've never shopped around for quail eggs.
